Central admin access for all backend services.

This app issues the shared admin JWT described in the architecture plan, then uses it to call `UserService`, `ProductService`, and `OrderService` through one operator-facing interface.

Roles stay intentionally small: `super_admin`, `admin`, `operator`, and `analyst`. Tenant scopes stay explicit.
